Border 'mega-region' waiting to be tapped

The message at the Urban Land Institute’s October breakfast meeting was clear: Investing in the resources of the largely untapped Cali-Baja Mega-Region is the key to climbing out of this economic recession and establishing San Diego and Tijuana as a premier global city.
Steve Williams, founding partner of SENTRE Partners and moderator of the discussion Tuesday, stressed the economic urgency of developing a collaborative partnership between San Diego, Imperial County and Tijuana, the three regions comprising the mega-region. He cited a study by the San Diego Association of Governments that found 100,000 people wait upward of two hours to cross the border at San Ysidro each morning, at a cost of $5 billion to the region every year.
“That’s a $1,000 pay raise per person -- man, woman and child -- if we could create a smart border tomorrow, from a dumb border today,” Williams said. “That border is our cash register, and we’re making everybody wait two hours without a SENTRI pass. We have the world’s largest, dumbest border.”

Mexico increases efforts to attract US Medical Tourists

Despite safety concerns in a few border towns, Mexico continues to see a boom with Americans seeking low price surgery or dental and cosmetic treatment. There is nowhere else in the world where millions of Americans have access to hundreds of hospitals and clinics where they can drive there and back in one day. Although the Peso is the official currency of Mexico, US dollars are also widely accepted.

The Mexican border town of Mexicali is making a push for more tourists from the American Southwest to visit the city's dentists, surgeons and doctors. Medical tourists from the USA with the right documents can skip much of the wait on the Mexican side of the border by using a new designated medical tourism lane. Mexicali's tourism director Omar Dipp, says the new lane is one part of the city's plan to boost medical tourism by 50%, "You can now drive to Mexicali, take care of your health, and only take 20 minutes to cross the border instead of two hours."

American patients must request a pass from Mexican doctors who are participating in the program. That pass, plus a doctor's receipt and foreign license plates, will allow patients access to the special lane. Once in the lane, vehicles can bypass the traffic on the Mexican side of the border crossing, and cut to near the front of the line. Mexicali is promoting the medical tourism lane in Arizona, Nevada and California to persuade more residents there to visit Mexicali doctors. Patients who go to the Mexicali area for affordable medical services also stay in hotels, eat in restaurants, use taxis and attend shows. One problem is that the shortcut only works on the Mexican side, since medical tourists can still be subject to delays from U.S. Customs and Border Protection agents. To avoid abuse, Mexicali tourism officials are requiring participating doctors to sign a contract with the tourism board to ensure they only give passes to foreign patients who are crossing the border. Each pass costs the doctors $4.

Mexico City is raising its profile as a center for medical tourism with a campaign aimed at residents in Chicago and other cities with large Mexican immigrant populations who need cancer treatment, heart surgery, dental procedures and other health care. The marketing campaign is focusing on Mexican immigrants and Mexican-Americans in the USA, starting in Chicago, Los Angeles and San Diego. Although there are no statistics on how many US patients travel to Mexico City for health care, local health officials say that have been climbing since it began promotions in Chicago and other US. Among the services being promoted in Mexico City are organ transplants, diabetes care, gastrointestinal procedures and fertility treatment, with the costs 40 to 80% cheaper than those in the USA.

A number of clinics in Mexico are located very close to the US border, and many patients opt to travel to these places and return home the same day. The proximity of the location is a major factor for American medical tourists in addition to the significantly lower prices. Cosmetic surgery, obesity treatment and dental treatment are on offer in places such as Tijuana. Crime in Tijuana is a problem but less common in tourist areas.

Berlin 2012: Robert Redford Confirmed for J.C. Chandor's 'All Is Lost'

Lionsgate has acquired U.S. rights to the at-sea adventure; Glen Basner's FilmNation is launching the project to foreign buyers at EFM.

BERLIN — Marking his return to the big screen, Robert Redford will star in All Is Lost for writer-director J.C. Chandor.
Glen Basner's FilmNation announced Thursday that it is handling foreign rights to the film as the European Film Market got under way. The high-profile project has landed Lionsgate as domestic distributor.
All Is Lost is the exhilarating journey of one man's fight to survive. The film is set entirely at sea, and Redford — who was last seen in theaters in 2007's Lions for Lambs — is the only cast member.
Chandor is set to begin shooting this summer at Baja Studios in Rosarita Beach, Mexico, which was built by Fox for Titanic.
Redford's involvement in All Is Lost has been rumored for weeks, and he's now in final talks. Redford met Chandor at the Sundance Film Festival in 2011, where the director's Margin Call made its worldwide premiere. Chandor is up for an Oscar for best original screenplay for the critically acclaimed film, his first helming effort.
Margin Call's Neal Dodson is producing All Is Lost via his Before the Door Pictures banner alongside Black Bear Pictures' Teddy Schwarzman and Treehouse Pictures' Justin Nappi. They are fully financing the project. Also producing are Anna Gerb and Jason Blum.
"We had a charmed experience on Margin Call with J.C. and are thrilled to be taking our relationship with him to the next level on his audacious sophomore film," Dodson said.
Before the Door's Zachary Quinto and Corey Moosa will excutive produce with Cassian Elwes, Laura Rister and Kevin Turen.
Elwes and Rister negotiated the financing deals on behalf of the film, along with WME's Alexis Garcia.
Redford is repped by CAA and attorney Barry Tyerman; Chandor is repped by WME.
"The combination of an exciting, new filmmaker and iconic actor like Robert Redford will be a collaboration that audiences around the world will take note of," Basner said.
All Is Lost is sure to draw the keen eye of foreign buyers, who have no shortage of high-profile projects to choose from at EFM. FilmNation's newly announced Philip Seymour Hoffman starrer A Most Wanted Man, directed by Anton Corbijn, is among the titles generating strong interest as the market as the Berlin International Film Festival officially gets under way (Corbijn is on the festival jury).

OH, SUSANNA!

Tom Gatch, March 8, 2012

For a fledgling fine dining establishment to succeed in one of Baja’s tourist-oriented coastal towns like Rosarito Beach, it would seem almost mandatory that the ownership would be obliged to procure a prominent location in a high traffic area along with some kind of eye-catching signage that might help provide a good platform to successfully compete against the many already existing restaurants and bars that aggressively vie for a piece of the local tourist dollar.
But, for a skilled restaurateur, word of mouth endorsement is still one of the most valuable and effective types of advertising that can possibly be obtained; the only caveat is that it can never be purchased, it must be diligently earned. As one with unlimited vision, but a limited budget, Suzanne Stehr realized from the very beginning that she would have to build the reputation of her new restaurant, Susanna’s, ‘brick by brick’ upon a solid foundation of innovative recipes, exquisitely fresh ingredients, fine wines and attentive service.
Back in 2004, with over 14 years experience as Director of Catering for several high profile resort properties, Stehr felt that the time had finally come to try her hand at satisfying the sophisticated tastes of diners who embraced the elements of fusion cooking. This is a style that incorporates the basic concepts of California Cuisine, which utilizes only fresh food and rejects using manufactured products; relying primarily upon the essential oils and fats from seeds, nuts and other produce, along with lean, natural sources of protein.
Susanna's also features an underground wine cellar with a 750 bottle capacity. Half of the area is reserved for holding and maturing a wide variety of fine vintages, while the other side of the cava has been converted into an intimate private dining room that seats up to 18 guests.
The restaurant changes its menu twice per year to take advantage of the season’s best fresh fruit and produce as well as updated eating trends. This process usually takes Susanna and her staff about two months. She and her supervisory staff begin with a specific product, then experiment with a variety of preparation styles and blend different ingredients to create a dish that incorporates the flavors, textures and presentation that they are looking for. A written recipe is then generated and the kitchen staff is trained; of course, maintaining consistency and quality is of the utmost importance.
Her open display kitchen contributes to the conviviality of Susanna’s atmosphere. Stehr confides, “I wanted my kitchen to be fully visible to help promote a relaxed interaction between staff and guests within a homelike environment. I was never intending to pack people in, because space and privacy are also important to me.”
But pack them in, she does! Weekends during the summer season are particularly busy, as an ever-growing legion of discerning diners becomes aware of the elegantly inventive upscale cuisine that awaits them at Susanna’s. From their authentic Mediterranean tapenade and warm, freshly baked bread to their delicious appetizers, entrées and desserts, each presentation is lovingly conceived, assembled and presented with adherence to the highest culinary standards.
Although the day to day operation of a successful restaurant can be an extremely challenging endeavor, Susanne Stehr’s basic concept, like her food, remains fresh, simple and straightforward. She concludes, “Susanna's is all about relaxing, enjoying the company you are with and relishing the flavors and textures of fabulous foods and wines while being served by a friendly, accessible staff.”

Rosarito Beach Sportfishing, Alive and Well

From the standpoint of “petro-tourism,” it very well could be that nearby Baja California peninsula, with its Mediterranean-like coastal climate and uncrowded beaches, is one of the best draws for Southern Californians looking for a quality bargain getaway.

And these days, it’s one that keeps getting better as soon as you drive across the international border. At the current exchange rate, regular gasoline at the state-run Pemex stations runs about $2.97 a gallon, as opposed to over $4.30 a gallon in San Diego and Los Angeles.

Less than 20 miles south of the San Ysidro crossing, Rosarito Beach, with its many shops, restaurants, famous hotel and sportfishing pier, offers a quick opportunity to shed your cares and feel like you’re on vacation in a exotic locale.

Decades ago, Rosarito Beach was a popular surf fishing destination for many Southern California anglers. Those who diligently worked the shoreline could expect to catch a variety of species such as croaker, corbina, perch, sand bass, halibut and several types of rays and sand sharks.

As time progressed, however, Rosarito Beach was targeted by the spring break crowd, and an increasing number of trendy bars and eateries began to pop up along Boulevard Benito Juarez in locals’ attempt to earn their fair share of profits from the increasing flow of weekend and holiday visitors from the north. This is about the time that the vision of Rosarito as a worthwhile place to cast out a line began to fade into the ether.

Luckily, a few years ago Hugo Torres, owner of the Rosarito Beach Hotel, finally realized his long-time dream of building a sportfishing pier near his property. It now stretches over a quarter of a mile out into the ocean and eventually comes to an end at an emergent cluster of large rocks, situated well past the breaking surf.

catch of the day
This natural habitat helps to turn the area near the pier’s furthest extremity into an “all-you-can-eat” buffet for hungry halibut, bass, perch and other seasonal gamefish species. Nonetheless, fishing from the pier much closer to shore with light tackle for quality barred surfperch that are swimming barely beyond the inshore breakers can be extremely productive as well. Access to the pier is available to the general public for a small fee, and is free for hotel guests.

As spring turns into summer, it’s a safe bet that this popular pier will continue to draw throngs of intrepid anglers and other visitors from San Diego, Los Angeles and Orange counties who are looking forward to enjoying a few relaxing days under the warm Baja sun.

Once they’ve arrived, they will be delighted to discover that the legendary hotel’s pier is still flanked by numerous opportunities for shopping, entertainment and upscale dining that have made Rosarito Beach such a popular destination for decades.

Baja beaches packed for Holy Week

TIJUANA — Baja California’s tourism sector is celebrating its most heavily traveled Easter vacation period in five years, a welcome boost as the state gears up for the summer high season.

From Rosarito Beach to San Felipe, beach destinations were packed during the four-day Easter weekend (Thursday through Sunday), when many Mexican families traditionally hit the road. Statewide, about 338,000 people were traveling, a 13 percent increase over the same period last year, said state tourism secretary Juan Tintos.

About two-thirds were domestic tourists, many of them Baja California residents traveling to other parts of the state, Tintos said. The remaining third were from the United States, mostly from California, as many Latinos with cross-border relatives and other ties visited the region.

“We’re not at the levels we once had, but certainly are better than the past five years,” Tintos said.

The large groups of U.S. college students on spring break are a thing of the past, but Baja California’s culinary and wine offerings are among the niches drawing growing interest from domestic and international visitors.

Baja California’s tourism sector has been battered in recent years by a decline in U.S. visitors, a drop attributed to various factors, including lengthy northbound border waits, a new passport requirement, the Great Recession and reports of drug-related violence.

Tintos credited the rise in Holy Week travelers to several reasons: “It was a combination of the weather, coming out with better tourism offers, more discounts and much more presence through the media.”

Xavier Rivas, Ensenada’s director of international affairs, expressed hope for further momentum. “We feel the economy is turning around, the safety issue is not as sensitive as before. We’re really encouraged by what’s happening,” he said.

The mood in San Felipe was equally upbeat.

“I’ve been going to San Felipe for 40 years and I’ve never seen it this packed,” said Omar Dipp, director of Mexicali’s Conventions and Tourism Committee. “I think it’s nice weather, and we could be coming out of the economic crunch.”

Recent improvements to the San Felipe Highway also could be a factor, Dipp said.

Hotel occupancy rates during the four-day Easter weekend were a key indicator. In Rosarito Beach, occupancy rates rose from 69 percent in 2011 to 77 percent, according to state tourism figures. In Ensenada, they went from 86 percent to 91 percent, while San Felipe’s increased from 97 percent to 100 percent and San Quintín’s rose from 65 percent to 70 percent.

Though not traditional Easter destinations, Tijuana and Mexicali also registered a rise in occupancy rates over 2011. Tijuana’s figure climbed from 34 percent to 40 percent, while Mexicali’s rose from 38 percent to 44 percent.

Tourism authorities also kept crowd counts throughout the state, with the largest numbers registered in Rosarito Beach, San Felipe and at La Bufadora south of Ensenada, with 50,000 each. By the U.S. border fence, some 15,500 people cooled off during the weekend at Playas de Tijuana, according to state figures.

In the state capital of Mexicali, attendance at the recreational center and zoo known as the Bosque de la Ciudad was 43,700, the tourism secretariat reported. Tijuana’s parks were also well attended, with 23,000 in Parque Morelos and 16,500 people in Parque de la Amistad.

About this Event's Design
The Mexican-American War of 1846-48, the Mexican Civil War of 1858, and the Reform Wars of 1860 left the Mexican Treasury in ruins and nearly bankrupt. In 1861, Mexican President Benito Juárez announced that all foreign debt payments would be suspended for two years. France, Britain and Spain sent their naval forces to Veracruz to demand reimbursement. Britain and Spain negotiated with Mexico and withdrew, but Napoleon decided instead to establish a Latin empire in Mexico.

The French fleet stormed Veracruz, forcing President Juárez to retreat, and continued advancing towards Mexico City. The French followed, but met heavy resistance from the Mexicans near Puebla. The battle raged with 8,000 well-armed French troops attacking the lightly equipped Mexican army of only 4,000 troops. But on May 5, 1862, the Mexicans won the Battle of Puebla against the French. This is why we celebrate Cinco de Mayo, a truly international holiday!

The victory significantly boosted the morale of the Mexican army and the Mexican people. Not only did the victory prevent the French from taking over Mexico, but also it stopped the French from advancing northward into the United States, which was undergoing its own Civil War at the time. The U.S. Confederacy of the south was receiving support from the French, and if the French had won the battle of Puebla, the Confederacy would have had the unbridled support of the French and may have won the Civil War as a result! No European forces have invaded a country in the Americas ever since.

Paddle for a Purpose

Herman Stiphout a 65 years old Rosarito resident originally from Holland is raising money for deserving children who might otherwise be deprived of an education. He is trying to raise $20,000 dollars to benefit the Baja Scholarship Foundation, a non-profit organization serving the community of Rosarito Beach since 1995, with the purpose of providing financial support to superior Mexican students at risk of dropping out of school due to financial hardship. Initially called the Bajamar Scholarship Program.
The Foundation is governed by a Board of Directors made up of Mexicans and Americans, local business people and weekend visitors.

Board members pay all foundation administrative expenses out of pocket so 100% of donations go for scholarships to students. As of November 2007, the BSF is supporting thirty-four students attending a variety of different schools. Every student holds two things in common: outstanding scholarship and a genuine risk of dropping out of school due to financial needs.

Herman is an active touring paddler, married with 2 children and 1 grandchild who in 2010, with son Martijn, completed a 70-day expedition through the Sea of Cortez between San Felipe and La Paz. Starting on April 29, 2012, Herman will attempt to paddle by himself from Seattle to the city of Skagway in Alaska, following the historic northern shipping route called the Inside Passage. The tour should take about 4 months to complete and will take Herman through the most spectacular parts of the Western Seaboard. Herman`s Motivation: "Paddling the Inside Passage is for many the Holy Grail of paddling trips. It is the combination of heavy weather, rough seas, unbelievable scenery and wildlife and, not to forget, the special breed of people who populate this coastline that make this so extraordinary. I have wanted to kayak this coast for many years but have always been hesitant about my abilities and resolution to complete this paddle. Now I feel ready for it!"
